On April 22, 2025, the Toledo, Ohio City Council voted in the Lead-Safe Ordinance.

A Lead-Safe Certificate is required for in-home daycares and 1-4-unit residential rental properties originally constructed prior to January 1, 1978.

December 31, 2025, the Phase 1 deadline has passed. 

Phase 2 deadline is June 30, 2026.

Lead-Safe Ordinance Update:

Phase 1 - Notice of Violations - They're on their way!


Beginning January 1, 2026, a Notice of Violation (NOV) will be issued for any Phase 1 rentals with 1-4 units that are not compliant with the Lead-Safe Ordinance.


Any Phase 1 unit without a valid Lead-Safe Certificate will be issued a NOV. Owners will have 45 additional days from the date of the Notice of Violation to achieve compliance.


If the property unit is still not compliant, the case will be sent to the Toledo Municipal Court.
