On April 22, 2025, the Toledo City Council passed the new Lead-Safe Ordinance. 
You must upload a Lead-Safe Inspection Clearance Report with passing lab results to the City of Toledo Department of Housing and Community Development.

Register your property unit:

Items needed to submit registration: You can find the build date and parcel number from Areis Online
  1. The year the property was built.
  2. The parcel number.
  3. A Lead-Safe Inspection Clearance Report with lab results. 
  4. Property Registration fee:  $25.00, plus $1.06 processing fee. 
  1. Click on “Owners”
  2. Select “Lead Safe Application”
  3. Choose either a 5-year or 20-year certificate option
  4. Once selected, a Browse box will appear
  5. Upload the clearance report
  6. Make the payment
  7. Click Submit (only one time)
⚠️ Important: The submit button should only be clicked once. If it is clicked more than once, the applicant’s card will be charged multiple times. Even if the page seems to be “thinking” or shows an error message, do not click submit again. Instead, fill out the ToledoLeadSafe.com Contact Us page for assistance.
