*On May 14, 2024, at 10am the Ohio 6th District Court of Appeals will hear oral arguments at the Van Wert County Courthouse in Van Wert, OH. City law director Dale Emch stated the Ordinance will not be enforced while there is ongoing litigation.

Who has to comply with the Residential Rental Properties and Lead Safety Compliance - Lead-Safe Ordinance?


For the Toledo Lead Law a lead-safe certificate is required for 1-4-unit residential rental properties and family child-care homes originally constructed prior to January 1, 1978.

Lead-Safe Inspection Basic Steps

There are a couple of basic steps to start the process of a Lead-Safe Inspection. The Lead Paint Detectives process starts with a Visual Pre-Inspection.

Visual Pre-Inspection - We provide you with a maintenance report showing what Lead-Safe issues need to be addressed.  Watch the Pre-Inspection Video here
Prepare - Follow the maintenance report to fix Lead-Safe issues and clean.
Dust Wipe Inspection - Follow our preparation tips for the Dust Wipe Inspection.
Reports - The Lead Paint Detectives produce reports according to the Ohio Department of Health, Toledo Lucas County Health Department, and the Toledo Department of Neighborhoods for each property unit.

      2. Dwelling Units in the following Census Tracts shall comply by June 30, 2023:

The Residential Rental Properties and Lead Safety Compliance - Lead-Safe Ordinance applies to dwelling units located within the geographical limits of the City of Toledo.
