Instructions: How to Register

Provided below are 3 sets of instructions to help set up a City of Toledo Portal Account and upload the Clearance Report

On April 22, 2025, the Toledo City Council passed the new Lead-Safe Ordinance. 

You must upload a Lead-Safe Inspection Clearance Report with passing lab results to the City of Toledo Department of Housing and Community Development.

With your completed Clearance Report from your inspector, the next step is to apply for your Lead-Safe Certificate through the City of Toledo's online Lead-Safe Portal.


Here are the instructions to submit your application:

Step 1:

1. Go to the City of Toledo Lead-Safe Certificate Page

a.  https://toledo.oh.gov/residents/landlord-tenant-resources/toledo-lead-safe/lead-safe-certificate


Scroll down to "Toledo Lead Safe Certificate" and select "Apply Here." This will take you to the City's online application portal.


Step 2: 

1. Create an Account or Sign In

a. If you already have an account, sign in using your email address and password. If you do not have an account, select "Create Account" and follow the prompts. 

2. You will receive an email from cityworks@toledo.oh.gov with a link to finish creating your account.

3. Be sure to check your spam or junk folder if you do not see the email in your inbox.


Step 3: 

1. Start a Lead-Safe Certificate Application

2. Once you are logged into the portal, begin a new application and select the application for a Lead-Safe Certificate.

3. Enter the requested property and applicant information. Please make sure the property address is entered correctly.


Step 4:

1. Upload the Clearance Documents

a. You will need to upload the clearance documents provided by your Local Lead Inspector. Your clearance packet may include:

a-1. Completed and signed clearance examination report

a-2. Laboratory dust wipe results

a-3. Chain of custody

a-4. Floor plan showing rooms and dust wipe sampling locations

a-5. Photographs

a-6. Any other supporting documentation provided by your inspector


Please make sure all required documents are uploaded before submitting the application.


Step 5: 

1. Submit the Application and Pay the Fee: $25.00/each property unit and $1.00 processing fee.

2. Complete all required fields, submit your application, and pay the applicable fee online.

3. Application fees are non-refundable. Before submitting another application, please make sure an application has not already been submitted for the property.


Step 6: 

1. Watch Your Email

2. After your application and payment are submitted, the City of Toledo will review the application and clearance documentation.

c. Please monitor the email address associated with your portal account. If additional information or corrections are needed, you will be contacted by the City.

3. Once your application is approved, you will receive an email notifying you that your Lead-Safe Certificate is available to download through the portal.


Please note:

Completing the lead clearance examination does not automatically issue a Lead-Safe Certificate. The property owner or applicant must complete the online application process and receive approval from the City of Toledo.


Check Before You Apply:

Duplicate applications can delay processing and all fees are non-refundable.
